New Rules on Trusts, Leasing, and Factoring in Nicaragua.
The CDMF approved new rules regulating non-bank trust services, financial leasing, and factoring in Nicaragua. Published in La Gaceta on July 10, 2025, they set requirements such as single-purpose corporations, minimum capital, control measures, and mandatory registration within 90 days of each rule’s effective date.

The new Law of Administrative Procurement.
Law 1238, enacted on February 21, 2025, unifies Nicaragua’s public and municipal procurement regulations into a single legal framework. It introduces updated procurement categories, adds key principles like remediability and local economic development, and establishes new requirements such as the State Supplier Verification Certificate. The law aims to streamline administrative contracting processes and promote transparency and local participation.

The reform to the Social Security Law increases the maternity leave period.
Law No. 1247, published on February 25, 2025, extends maternity leave in Nicaragua to 13 weeks—four weeks prenatal and nine weeks postpartum—while ensuring 60% salary compensation and full social security benefits.
